Intentions of countries to achieve carbon neutrality by 2050-2060 are not supported by concrete actions. The world is on a trajectory of a global temperature increase of 3-3.50C by the end of the century –  it does not meet the goals of the Paris Agreement (PA).

Russian NGOs call on the countries participating in the Conference of the Parties to the UNFCCC to act urgently to phase out for energy purposes by 2030, to reduce sufficiently use of other fossil fuel, to give priority to low-carbon development measures namely the use of renewable energy sources and energy efficiency. Also NGOs call for actions for urgent climate adaptation.

Environmental non-governmental organisations (NGOs) consider it necessary to adopt a strong global climate agreement in December 2015, as set out in the documents of the UN Convention on Climate Change. UN climate conference in 2014 in Lima, COP-20, shall make a practical step towards the conclusion of such an agreement.

NGO believe that it is possible Cancun will result in a ‘balanced package’ that will have sufficient progress across each area, a clear work-plan in substantive areas, an overall pathway forward on KP and LCA (to COP-17/CMP7, Durban, and COP18/CMP8), and some modest clarity on legal form.

Global climate change is getting faster. Adaptation of the most vulnerable countries and areas requires international efforts and common financial arrangements.
In Russia, the climate change will lead to infrastructure breakdowns in the North as permafrost will melt, more frequent natural disasters, worse conditions for agriculture, droughts, and migration of living organisms with dangerous consequences. An assessment report of Russian Hydro-Meteorological Service entitled “On the consequences of climate change for the Russian Federation” proves such expectations to be serious.
